E5200 only clocking in at 1200Mhz and at a x6 multiplier.

I had tried to OC my e5200 to 3.5Ghz and soon after it didn't post, and now I can't get my processor back to it's default x12.5 multiplier and default 2.5 Ghz. It is stuck at 1.2 Ghz and a x6 multiplier. Do I need to flash my bios? My PC consists of:

Video Card: EVGA 9800 GT 512 MB 256-Bit GDDR 3
Memory: G.Skill 4GB (2x2GB)
MB: GIGABYTE GA-EP45-DS3L LGA 775 Intel P45
CPU: E5200 Wolfdale
Cpu Cooler: XIGMATEK HDT-S1283 120mm Rifle CPU Cooler
