From best I can tell, the HH is for OEM processor and the BX is a Retail box. Is this correct??

Also, how can you tell the stepping and which one is better for overclocking?

That's correct. As for stepping, look at the side label of the box (if you have the retail box), tThe label should say a 5 digit sSpec Number. or use CPU-Z or something to read it in Windows. SLA95 is the latest stepping M0.
