I am building a new rig and need to keep the price to a minimum. I do not plan on doing any overclocking either.

No overclocking ever? If so I'd go AMD, no questions asked. An AMD system will be SIGNIFICANTLY cheaper ($100-150 unless you go with a really crummy motherboard).

Cost = AMD Win

Performance = E6300 Win

I assume you meant E6300 and not 3600 in your title?

Decent C2D Board + E6300 starts at ~$300

Decent AM2 MB + X2 3800+ starts at ~$230

Keep in mind the E6300 is closer to a 4400/4600+ in performance though.

If cost if your main concern, and you are not overclocking, then it's an easy choice - get the 3600+ (or better yet, 3800+ for a few dollars more).
