e monster mobo problem

I'm working on an e-machine. It's an "emonster 500a". When the system is shut down, the power supply fan and cpu fan continue to run. This seems out of the norm as it creates a slight feedback thru the speakers and lamp on the keyboard. Anyone ever see this before ? And what was the remedy ?

gererally it's caused by a bad motherboard and/or powersupply. does it shut down all the way when you hold the powerbutton down for about 10 sec.s?

Thanks for the reply. I found my problem. Here the machine was surged. The +12volts in the power supply was staying on. I switched out the supply and all is cured. Sooo much for solid state switching ! Thanks again for the input.
