E-mail scam disguising itself as TAP award?!

After clicking the link, it took about 20 seconds to load into a page which wanted my SS#, birthday, and something else. I went to the homepage, and I said "wow, these ppl are either dumb or I'm really stupid".
Is it just me, or are these scams getting more and more elusive to recognize? If I was an idiot who desperately needed financial aid, I would've went through the process to see what my award was, but thankfully I don't really care and didn't get sucked in. :frown:

Odd part was that the homepage link and the policy and privacy links are to hesc.com, not .org.
