E-350 or P360 CPU in a Notebook?

My brother is looking to buy a 15.6" or smaller notebook with DVD drive under $400.
The best 2 options I could find is a notebook with a E-350 1.6GHZ dual core cpu/ HD 6310 GPU, and the other notebook has P360 2.3GHZ dual core cpu/ HD 4250 GPU.

Which is better for surfing the web, maybe watching DVD's? No gaming.

get the p360. they have the same HD decdoer, and the p360 has way way way better cpu speed.

on a 15.6" i'm assuming you dont care that much about battery life, so p360 all the way.
