dynamic ip with router question

since the router will be on all the time.. won't it be a static ip eventually? (Unless the power is off from the router).

I am thinking of getting other dsl service. currently with directvinternet.. but I need faster upload service (128Kbps capped)
Other service will give dynamic ip though.

It depends on your isp, some only give you a new ip if the connection is reset others give you a new ip after a certain amount of time and yet others do a combination of both. If you are lucky some isp's just keep giving you the same ip and every once and a while it changes.

if they use dhcp, than, as you said, you probably will be able to keep the same IP for long periods of time.
if it's pppoe (bellsouth, mindspring, earthlink, a lot of ISPs), than it will probably go down after about 12 hours. 24 if you're lucky, but I remember my days with BS... IP changed every 6 hours or so, or when the connection went down, which was much more often.

What do you need the bandwidth for? If it's for webserving, than you're probably better of paying $15 a month for someone with better bandwidth to host it.
