Will the DX10 update improve performance (little bit or a lot) for all cards, only for DX10 approved cards only, or something else?

I have a 9800pro btw.
 
You need hardware that is DX10 capable. Games will support DX9 and DX10 cards for a long time, I bet. So if you don't have DX10, the game will run in DX9 mode.
 
In the simplest terms, DirectX 10 reduces API overhead (i.e. unnecessary steps involved while the GPU talks to the software).

DirectX 10 won't make existing DX9/8/7 games any faster on DX9/10 hardware.
 
As has been mentioned, you need a DX10-capable card to use DX10 features. You also need Vista. It's also possible that games in DX10 mode will run even slower than in DX9 mode if the DX10 mode has some extra eye candy and stresses the video card more.
 
DX10 provides game developers with the DX10 library. The DX10 library has functions that can create new graphical effects, and may also make older effects perform faster.

But to take advantage of DX10 features, you need a DX10 GPU and the video game also needs to be coded in DX10.
