Right now I capture and cut video clips with a PVR card on my computer. How much easier is it to do this with a DVR set-top box from a cable provider ? I'm talking about the transferring to a PC, at least, and then having to edit it (what type of file, etc.).

I used to have a DVR from my cable company and everything it had was encrypted specifically to keep you from doing this (transfering videos to my computer and manipulating). I just got rid of cable and now pull in all of my HD programming from OTA signals and record them using Windows Media Center. I then watch all Live TV and recorded programs through my Xbox 360 media extender. The system works flawlessly and is easy enough for my wife to work (which obviously is important).

It's really easy with a TiVo.

Send show to PC
Decode
Edit commercials
Leave on disk to allow transfer back to TiVo or Burn a DVD.

Not sure about HD content as I don't have an HDTiVo or HDTV

HDTivos do not allow you to download content (yet).
