DVI? What's the difference... Please advise!

Hi,

What's the difference between VGA and DVI? What about this DVI refresh rate thingy? I see some DVI that can support 60hz and some that can support up to 75hz...

And regarding interpolation, why don't some monitors just scale the window size to a smaller size so there is no interpolation? do any monitors do this?
