DVI Problems

Basically I'm not getting any DVI input. It's kind of a two-fold problem, since I know this viewsonic has DVI issues (fixed it in the past, don't remember how, think it has something to do with plugging in both VGA and DVI, then unplugging monitor for five seconds, taking out VGA, turning back on?), but my gfx card has been acting up as well.
already tried this "DVI_recover.iso burned to a CD and booted first" step listed here
If i have VGA and DVI plugged in and I manually switch the input through the monitor settings it reverts back to VGA.

Edit for more info: I have the latest ATI drivers installed, but windows won't recognize my monitor and won't let me install drivers from the viewsonic CD, manually or automatically. I'm going to uninstall the windows display driver, restart, and try to install the viewsonic drivers. Will update.
