Is a GF 5900 Ultra or Radeon 9800 Pro capable of doing this?

No point in using ANALogue on a 23.1 TFT. :)

I know the Quadro FX 2000 will do it. I'm looking for a "home use" solution and trying not to go crazy on spending $$$.

I'm using DVI @ 1920x1200 on my 24" with a Radeon 9700 Pro. Works great. Refresh rate is less than 60, but it doesn't really matter all that much.

What is the refresh rate?

I suppose it wouldn't appear to be much of a problem with 2D...

Exactly. LCDs don't refresh. There is no scanning beam like on CRTs. Instead, all pixels are shown all the time.
The incoming data rate on the DVI line just limits how often the display can update the contents. With (realistic) TFT latencies in the 20 to 25 ms ballpark, there's actually little point in supplying more than 40 to 50 images per second.

refresh means nothing on lcd's...

Actually it does depending on application.

If your animation output is locked to vertical sync rate, 40 FPS is quite slow. Unlocking results in horrendous tearing. 60Hz is about the bottom limit.
