When is a dual link DVI cable needed? Does the Philips 23" 230WP7ns/27 need a dual link cable?

I use a dual link DVI cable on my Matrox Parhelia card for 2 monitors off 1 outlet.

Your Phillips 23 doesn't require one to work.

If your card is capable, you can run another monitor.
