first of all, what disc format did you use when you burned your "custom ripped dvd movie"? Did you burn as DVD-Video, or as data? Normally, with stock firmware, NEC drives have a "rip lock" feature, which limits the playback speed of DVD-Video content to something around 2X. (I find it a royal PITA, personally. I can burn discs at 4X, but then I'm stuck waiting for the verify to finish, starting at 2X read speeds. :( )

Also, the disc could be warped, or thinner than a stock double-layer pressed DVD. Do other burned DVDs, using the same batch of blank media, make the same noise while they are spining in the drive?

the disc is a dvd+r 8x, i compressed and copied a dvd movie with dvd shrink. i have flashed the drive to the hacked firmware (no riplock). the whole batch of dvd+r are the same.

after doing some research, i have concluded the reason why the drive spins at max speed is due to the booktype setting. which means it will read any dvd+r and dvd-r at max speeds. the reason why it spins a lot slower on the original disc is because it is a dvd-rom disc. someone back me up on this. :)

Why didn't you set to DVD-ROM in the first place at least to maximize compatability even without knowing aboot the read spead annoyance?
