The higher the MHz and bit for video the better right?

So 108MHz/12-bit video D/A converter would be better video quality than 54MHz/10-bit video D/A converter?

Are there other things that factor as well?

The Mpeg decoder and the deinterlacing chip is more important the specs of the video dac.
