DVD to MPEG

Never had any DVD in the house. Thinking about buying a simple, inexpensive but reliable internal DVD and converting to mpeg4 via tom's hardware article. Questions:

1. Recommend and source for the DVD player.

2. If I used a V3's tv out to play the dvd or the mpeg4, what would it look like. As compared to VHS or a good TV signal, for example. I have a 21" monitor but wondered what the tv would look like.

I have two computers, #1 is amd 1000, V5, with a CD writer. #2 is PIII
600 V3, which I would put the DVD in. Then LAN the mpeg4 data to #1 to burn a CD. What'dya think.

It'd slightly better than a good cable TV signal (good cable signal is higher quality than VHS). The TV-out on the V3 isnt' the best out there, so it'll degrade quality a bit. Resolution will be higher than a TV signal, which is a plus, but colour quality could suffer through the Mpeg4 compression and V3 TV-out.
