When making a movie, well converting it with any given program (such as FlaskMPEG) what screen size do you set it too so that when it's full screen its clear and actually fills the screen???

unless it's a full screen version of the movie, you will have distortion if you try to squeeze a widescreen 16:9 into a 4:3 format. If you really must do that, try cropping the edges first.

That's called Pan & Scan. When creating a fullscreen version of a movie, the editor and the director go through the entire movie panning a 4:3 aspect rectangle side to side. This is done to keep focus on the relevant action in a scene.

"This movie has been modified from it's original version. It has been formatted to FIT your screen".

You keep ignoring the aspect ratio of the media. There are sometimes DVD movies that come in each format - letterbox or standard 4:3. The new PowerDVD version 5.0 has the ability to do some intelligent converting in this regard. But - usually when you convert letterboax format to get full vertical screen filling, you are chopping off a lot of the side scenery.
