Yes, any internal DVD-ROM drive that you buy, intended to be installed into a PC, will also read pressed CDs, CD-Rs, and CD-RW media. It's basically part of the standard for PC DVD-ROM drives.
However, there are a couple of obscure exceptions. These I list more for historical interest for the techies in the crowd, they really don't affect most people.
There are actually some DVD drives (readers), that either cannot read CD and/or CD-R media, and others (really, really old first-gen DVD-ROM drives), that could actually erase CD-Rs, because of the frequency and power of laser used in those units. CDs and DVDs use different laser wavelengths, so in order to read both, the drive must have both laser heads, or one that can "adjust" its wavelength accordingly to read either. Some drives, for cost reasons, only contain a DVD-reading laser. Some of the factory-installed DVD drives used in the XBox console are like this. I'e also heard about some notebook DVD-ROM drives, that lack the proper CD laser read head, and thus can only read DVDs. It's pretty unlikely that anyone would find a working first-gen DVD-ROM drive these days, and they certainly aren't sold new anymore. They would be capable of only 1X DVD read speed, and possibly 2X. I personally have an early Creative 2X DVD-ROM, and it is already considered a 2nd-generation drive. It would be really hard to find an older first-gen one, even if you tried to look for one. It's a fun piece of trivia to know though.
Oh, yeah, there might be some DVD-RAM drives that cannot read CDs either, but I don't think anyone brought those up.
