DVD-ROM issues

A computer I'm working on has Windows XP installed. Epox 8K7A motherboard, Duron 700, 256MB RAM. Anyway, XP puts the DVD drive in PIO Only mode (and DMA if available is selected). UDMA is enabled in the BIOS, and the drive supports up to UDMA/66 I believe....I know it's at least UDMA/33.

Any ideas?
