I am working on a project for work that requires me to take instructional videos we have and rip them to MP4 format, But I need to be able to cut the video into segments.

Any recommendations? Nero is a bit overly complicated,
I just want something I can quick either create chapters or just cut the movie at specific points.

If you're working with videos, then you're working with VOBs.

"DvD Shrink" is what you want. (It's easy to work with, fast & light weight; no degradation of the final product necessary.)

Handbrake will let you encode individual chapters when you rip. Pretty sure vlc can do what you want too.

I think I explained it wrong, I dont need chapters. I need to break up the film into separate sections, So take one DVD and make say 15 individual videos that all play independant of each other.

Have you tried Freemake yet? It looks like a simple converter but it does have editing tools. Although I'm not sure it will do what you need. Their blog says it can "cut unwanted video parts". So you might be able to cut them into segments like you want. You can find the blog here

What about Windows Movie Maker? That might be an option too.

The first thing you need is a program that can combine/convert all those VOBs into one file so you can cut it up across VOB boundaries. There are lots of video editors out there, but if you want to spend a reasonable amount of money try Nero Video. It doesn't have all the features of the more expensive ones (like Cyberlink Power Director), but you don't need a lot of features. It can load all the VOBs into a single project, and you can edit from there. Save each section as an MP4 file and you're done.

On Windows I would try MPG2CUT2 both to merge and cut the VOBs. I'd then use Handbrake to reencode them.
