DVD Regions

I downloaded a program named DVDRegionFree59.exe, is it safe to be used to convert my Pioneer DVD RWR into multiregion ?

Software wont deregionalize your hardware.
RegionFree sounds like something that tricks windows in some way.
Windows only allows you to change your region setting 5 times, then it locks at the last one. But there are several software programs that can reset or fake windows out.

Am not experienced with the one you are using.

I´m in doubt if Microsoft really worries about DVD Regions, so I think it is not a Windows managed situation, instead Windows recognizes a Bios or Firmware limitation introduced by DVD vendors in their products.-
If so, maybe flashing with some program can modify that situation.- As I never used before a DVD recorder, I´m afraid I can spoil my device using that program.-
Any ideas ?
