DVD Recorder discs - using on computer???

Before I buy a DVD recorder (mainly for home video storage) - I just wondered can these discs be used on the computer afterwards.

What I'm thinking to do is record all my home movie video onto a DVD+ or DVD- disc, perhaps in VCD format and then hopefully I could edit them on the computer and re-copy them back onto a new CD fully edited with 'special effects' etc.

Anyone know if this is possible?
