Lets say you backup a few of your DVDs using something like DVD Shrink. Would watching that backup DVD look just as good in progressive scan as the original or will the quality be lessened?
 
All depends on the length of the original & how heavily it was compressed.

DVDShrink has to re-compress the video to make it fit on one layer, a feature length movie will not fit on one layer without a significant reduction in size. Things like Sopranos episodes, BoB, etc. would likely fit on one layer with no additional compression. Of course you'd only get one episode per disc, but they would be perfect.

That being said, I tested DVDShrink on my copy of T2:EE, it looked great on my Wega.
