DVD playback with tv-out....

I have a 16x DVD Phillips drive, a Visiontek GeForce3, 1.4 athlon 512 MB RAM, and PowerDVD 4. When I use the TV-out on my geforce3, to play my simpsons season 1 dvd's 😀, it doesn't playback very well....it kinda turns black and white, flashes, and kinda rolls on the screen, like, goes from top to bottom, like a reel of film does when it runs out. Is it not happy to tv-out with dvds without a hardware decoder card??? any thoughts on this one? THANK YOU in advance 🙂
