DVD->Media File

I have a short TV clip, maybe 35 seconds that I ripped from Tape to DVD. What's the best way to go from DVD -> Media file, that anyone can see (like hot link it from my website and it automatically opens windows media player and doesn't need any extra codecs). The majority of my audience are basic computer users who use Windows XP.
