DVD Hardware Decoder?

Can anyone suggest what would be an ideal way to get my DVD video from my computer onto my TV? I have no DVD hardware decoder card, and my video card does not have TV out. I would like to get something like a decoder card so that the video will be clean, but am not sure what to purchase. Suggestions?
 
Hollywood Plus DVD decoder card is probably considered the best. You can pick them up used for pretty cheap. Take a look in the For Sale/Trade Forum.

I've got a Hollywood+, works great on both monitor and TV. To get a clean picture to a TV, connect the card to the TV via an S-Video cable.
