Just received a DVD from Ebay, the bonehead selling it showed the English version on his auction, but the one I got in the mail is all Japanese on the front and back cover. At the bottom of the back, it says in English: "Original Japanese / English Analog with English Subtitle Single All Coded Disc". Not sure what this means, does that mean I can watch it in English? I haven't opened it in case I can send it back, though I doubt he will give me my money back. If I can watch it in English, I'll just keep it.

It has english audio but likely defaults to japanese [you ahve to change the setting before watching it]

is it a movie? anime series? or...

Or something involving tentacles?

lol, no tentacles, it's the Full Metal Alchemist movie.

HERE is the auction, the picture is showing the DVD is the English version, the one I got doesn't have the text on the front, it has Japanese characters at the top left, and on the botom left small print that has the title of the movie. The entire back of the movie is Japanese except for what I wrote in my original post.

I'd give the a-hole a negative feedback, but this is my wife's Ebay account and he'd probably give her a negative back.

Don't know how I'd know, but I wouldn't doubt if it were pirated. No stickers at all on the plastic.

It sounds like the DVD has an English track, but who knows?

Most DVD players that I have seen have a button on the remote control specifically for choosing different audio tracks. (For most commercial DVD's here, it let's you pick between 2.0, 5.1, Spanish, etc)
Try going through them. I had to do this with a Chinese DVD I bought off eBay. All of the menus were in Chinese, and I thought I was screwed until I found the audio track button.

EDIT: You have to be playing the movie before you press the "audio track" button.

Why would you want to watch the dubbed version? Dubs generally blow compared to the original audio due to compromises being made for propper voice sync.

Well, I opened it and tried it. The DVD was in a paper sleeve inside the DVD case, my guess is that it is a bootleg. But, it played perfectly, and is even widescreen (I was pretty sure it was full screen). The DVD menu was all in English, and there wasn't even a place to choose Japanese in the setup menu. It seems that he is copying the movie and putting it in the wrong DVD case.
