Try this method:

1. Click Start, and then click Run.

2. In the Open box, type regedit, and then click OK.

3. Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE/System/CurrentControlSet/Control/Class/{4d36e965-e325-11ce-bfc1-08002be10318}

4. On the File menu, click Export.

5. In the File name box, type savedkey, and then click Save.

6. Click the REG_MULTI_SZ data type UpperFilters, and then click Delete on the Edit menu. When you are prompted to confirm the deletion, click Yes.

Note If this data type is missing, go to Method 2.

7. Click the REG_MULTI_SZ data type LowerFilters, and then click Delete on the Edit menu. When you are prompted to confirm the deletion, click Yes.

8. Quit Registry Editor, and then restart the computer.

OK I tried that and it didn't help.

In my case I installed a new Lite-ON DH-20A4P-04 20x dvd burner (newegg 24$ free shipping)
and it is not recognized in windows, not as a master, not even alone on the cable. My other dvd drive works fine with the same PATA cable, so I haven't tried a different cable yet. In bootup the bios seems to see it, but windows doesn't see it at all. What else can I try?

edit: I have now successfully used it to boot to a norton ghost cd. Thus the drive works is therefore non-returnable, thus there is no hurry to figure out if it can be fixed before the 30 day return window expires.

update: I uninstalled roxio easycd, then on reboot windows actually saw the drive and I was able to browse files on a cd in it. Windows claimed however that in order to complete the installation of the drive it needed to reboot, so I told it to go ahead and went to bed for the night expecting that it was all taken care of. In the morning I found that my computer had been rebooting over and over all night with a BSOD error that disappears too fast to read. I can still boot either with the drive disconnected or using "last known good" or using a boot disk in the drive in question. I guess if I just get a good linux distro with linux dvd burner software then I'll effectively have nearly full functionality of the burner. If anyone knows a free download of such that would effectively circumvent the problem until I find a complete fix.

update 5/15/08: This morning my computer has rebooted on its own (courtesy of automatic updates) and the problem seems to have mysteriously resolved without any further intervention from me. I'll try rebooting again later to see if that breaks it again.

the bios seems to see it

This is a rather dubious statement.

We should try to establish wether the bios really is seeing it or not.

Maybe try booting from the drive with a Windows install disc or a Linux Live! CD? If it won't boot, that likely points to the drive being bad.
