To answer your question, I don't think an RWDL format exists. Given that normal DL disks command a high price, I can imagine the even higher cost a RW version would command.

No. 9.4GB is for DVD-RAM. Buy a tape drive setup if you want huge amounts of space for backup purpose that's also rewritable.
