DVD / Divs / Quality?

DVD being top in quality, what file format is the next best down the list, divx? I know svcd is towards the bottom when it comes to quality.

It depends almost entirely on bitrate. At the same bitrate, MPEG4 (DivX/XviD) will actually look better than MPEG2 (what you are calling "DVD"). MPEG4 degrades somewhat more gracefully than MPEG2 as your drop the bitrate.
