DVD authoring question!

So I got this homemade movie that I'm about to put on DVD. I have the video file and the audio file already demultiplexed and I'm about to use IFOedit to author the DVD. The question I have is, how do I make my own celltimes.txt file? I want to be able to hit the FFWD button and skim to the next chapter on the disc just like in a real movie. I don't need no chapter menu or anything fancy, just the ability to skim chapters (since this is a 3 hour movie). I know when you backup retail DVDs, IFOedit lets you save the chapter celltimes in a text file (which consist of just the frame number of where the next chapter will be). Is it possible for me to just use a program (and if so which one) and find the frame, and then manually make up a celltimes.txt file?

I know in some retail programs you just import the video file and you can set the chapter points by scanning through the video and selecting the frames. A program as simple as MyDVD! might allow you to do that. I don't know about IFOedit because I haven't needed to use it for that purpose yet.
 
I actually prefer to stick with IFOedit since it's free and I'm somewhat familiar with it. Thanks though!
