Duron/KT7 system - sluggish system performance when CDROM runs! Help!

I get intermittent sluggish response (e.g. very slow mouse response) during CDROM activity, USB flatbed scanning, during Win98 startup, and other random times. I have the latest drivers for all of the hardware. I tried running at normal 600MHz with no change in problem. There are no apparent conflicts flagged in the system control panel. Could there be a conflict or sharing problem anyway?

Any ideas?

Setup:

Win98 SE w/ latest updates
Abit KT7 w/ latest bios AND latest via drivers
Duron 600@950
128MB PC100 + 64MB PC133
ATI Radeon 32MB DDR w/ latest drivers
no sound
no analog modem :D
CDROM/Floppy/20GB WD 7200
Linksys NIC 10Mbit

Also noticed that I get this phenomenon when there is network traffic.

My old Celery 400 never had this problem except when the AMR modem (uggghh) starts.

Check and make sure DMA is enabled for your CDROM. Unless it's a really old CDROM, it should support it.

I do have DMA on. This cdrom was made Sept 1999. I'm sure it supports DMA. Could it be a power supply problem? I have a 250W Enlight. Maybe I need a 300W? VIA hardware monitor says Vcore is 1.56V when I set Vcore to 1.5V

I get I think 1.84V when set to 1.75V with 9.5 multiplier.
