I have set a few 200FSB Tbirds to 266FSB. Some did it with only a simple unlocking via the L1's. Others were more troublesome. The explanation I read went something like this:
A 700MHz Tbird uses a 7x multiplier and a 100MHz bus. If you set it to 133MHz, the proc will try to boot at 933MHz. If it can't handle that, the system will freeze before the BIOS or jumper settings for a lower multiplier are initialized. If this happens, you may need to slice and connect some of the L4 and L5 bridges to change the multiplier on the CPU itself. I had a 900MHz Tbird like that - it would try to boot at 1.2GHz (9x133) and it just couldn't do it. I made changes to the L1, L4, and L5 bridges, so that it'd be unlocked, with a 6.5x multiplier. That way, it'd boot at 866MHz (6.5x133), and I could set new multipliers in BIOS. I think it only was able to do 933Mhz (7x133) reliably.

Your setting to x3 would of had no effect.
You need to join across the L1 bridges ,preferably using conductive paint.
Look here & select unlock in the bottom drop down menu.
Note ,because you have a Duron there are no pits to fill
I've got my brothers Duron 800 at 6x133 unlocking the L1s(his new Duron 1200 is next
