Duron 950Mhz with soyo Mobo

I recently bought a barebones system for overstrock with 950Mhz duron. I installed XP, ME, Win 98 SE and all the drivers that came along with it. In each case whenever I launch IE the computer simply restarts.
ANy suggestions?
