dumb question...what does "circle the wagon" mean?

Means covering your ass.
Wagon trains used to form a circle for protection against native americans, bandits etc. in the old days.

And it's also a figure of speech that basically means defending your in-group. Like when a woman cries sexual harrassment, the men circle the wagons.

Edit: Also, it's wagons (plural)... if you try to circle a wagon, well you'll just get dizzy.
