Dumb question: What does a blue folder mean versus a yellow folder?

I've wondered this since I joined ATOT. Does a blue folder mean that the topic is hot, or new, or what?

D'oh! I looked up the word &quot;blue&quot; in the help, but nothing came up. I scrolled down, however, and sure enough, there it was.
