Dumb power consumption question

Hi! I had a question about the power consumption of PCs. Do power supplies always consume as much electricity as they can and just redistribute what is needed to the parts, or just consume what is needed? I'm guessing it's the second, but I just wanted to make sure, cause that would mean the bigger the PSU, the bigger the electricity bill if that was not the case! heh.
