Dumb newbie question

The answer seems obvious to me but Im just checking since I am not sure. My comp has been reseting randomly and crashing stuff and I thought it was the ram or power supply. When I took a look at the cpu the area around the siler little box you put the thermal stuff on is black. Is that bad or no? Seems like the cpu is burnt to me.

I do not think that CPU actually catches file, gets burnt, and turns to ashes. You have to find out where the black color came from. Also, what is your CPU?
 
I will have to take a look again when I get off work, could be that its the excess paste that slipped to the sides but the area around the silver top of the chip is black.
