Everyone blames Gray Davis for the problem that was caused by Pete Wilson and his energy company buddies. Remember "De-Regulation"? We were promised lower electrical rates, the opportunity to buy power from whatever sources we wanted to, and none of that came true. Instead, the power companies realized it wasn't going to work the way they had promised, so they got the courts to stop the consumer from buying power from anyone but their regular provider. The Enron debacle and faked power shortages of 2000/2001 were not caused because we were low on power supplies, but rather staged events to drive up prices, since it was no longer regulated. Davis did what he could in negotiating power deals, which at the time seemed high, but by today's standards, the prices he got are pretty low, considering the current market...
Want to blame someone for that bullsh*t? Blame Pete Wilson, PG&E, and SDG&E.
BTW, Davis rammed thru legislation "fast tracking" the building of power plants here, and we now have something like a dozen new plants generating electricity since those "rolling black-out" days...
We are still short on supply on days like we've had lately, and part of the problem is in transmission capacity. Not enough transmission lines to bring low cost power into the state. It hits bottlenecks in the system, which stops the increased flow...We need more transmission lines built to handle the increased demand. New server farms suck up a LOT of power. Should they be required to build their own dedicated co-gens to feed them, freeing up tons of megawatts for the general public?
