Most places have all the filtration inside a large building and the fresh water is pumped into a water tower that is sealed.

Nasty. Though, why the hell is the reservoir that easy to access? That needs to be sealed up and high security. What stops someone from throwing cyanide or ricin in there?
We're going to be monitoring it and see how long it stays fresh and clear.
