He states none of the fancy lighting effects are turned on, as he has a low-end system.

Gamebroyo is a bit... weird at times. He might want to try turning the lighting up one notch, or turn up the SSAO...HBAO?...whatever, the occlusion setting, up one notch too.

TBH I'd check gamma everywhere (in-game, desktop, monitor, and NV/AMD control panel).

Do other games have this issue?
Yes - it's something in his video card driver / profile
No - it's a setting in FO - mash them until he finds what fixes it.

Also - ensure his video driver is up to date.

i found the problem. he's low on ammo and needs to reload his weapon.
