How do I make to have two WIN ME in my machine, I have two partitions in the same HD, and want both systens in the same HD, do I need a boot manager, like the one in the win NT.
 
You need something like System Commander to hide each Winme partition from each other. No the NT bootloader does not apply in this case.

Winme can only reside on C:/ You need a third Party bootloader prog that fools each of the Winme Installations.

www.xosl.org might help ... and it is free. THere is a UK site that has System Commander Lite, which is also free (no, I didn't bookmark it after I downloaded it).
