I was hoping to be able to play Oblivion on my 2405fpw while watching TV on my 17" LCD at the same time.

however, it turns out that my TV freezes when oblivion fires up on the main screen.

Is there any way to accomplish this?

i'm running:
AMD 3800+ dual core
7900 GT CO
2Gb DDR2 533
ATI 550pro PCI TV tuner

Rendering TV to the screen uses the same stuff in the graphics chip as rendering 3D does - acceleration, scalers, and some math inside the GPU. You can't have both at the same time unless you feed your two screens from separate graphics engines.
