Dual monitor question

For some reason, certain programs would open up on my secondary monitor. For example, aim, IE, Outlook would always open on my 2nd monitor, while Norton, Windows Explorer, etc would open up on my primary monitor. Is there any way I can make everything open up on my primary monitor instead of popping up on the secondary?

I have found that they will open on whatever monitor they were last on. Move it to monitor 1, and close them, and it should open on monitor 1 in future.
