Dual Head, 128 MB, w/ video editing: Does it Exist?

I am trying to help a friend find a new video card for his PC. He wants a 128 MB video card, that will support 2 monitors, and allow for video input and video output. It is a machine that will be running Windows, not sure if it's gonna be 2000 Pro, or XP.

Any suggestions/ideas that are reasonably affordable ?

(heck I think he should get a dual head matrox, and a decent tv tuner card.)

I did look at this card, the ATI 9700 All-In-Wonder, but it does not mention the support of two monitors. Correct me if I am wrong.

The AIW cards don't do dual monitors. There are ATi chip based VIVO models (meaning you lose TV-in but still have video-in), which should be what you want - if there's 128-MByte models, that is.
