Dual display trouble

Just bought a cheap 8MB S3 Trio 3D PCI graphics card to use my second monitor with in windows 2000. When I look in device manager I see this:

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

But the drivers ARE installed... what would stop them from being loaded?

Starting to think the card will never work with dual display. It's not mentioned on windows 2000 HCL list for multiple monitor support 🙁

What PCI adapters ARE people using alongside their AGP geforce for dual display?
