It's possible, you can stretch the desktop to take up both monitors, so you have the taskbar stretched across both. Most dual setups I've done had the taskbar on the primary and extended the desktop to the second monitor (it does not have a taskbar). This is how a currently have it on my work pc.
Do a google search, a coworker of mine uses a program he found that allows him to have a taskbar on each monitor and when you minimize on that particular monitor it goes to that taskbar. It also allows him to have two separate backgrounds.
