Actually the dual-core X2's take less than the 130 NM Athlon64's, but more than the 90nm Athlon64's. At stock for a 3800, it could probably handle that 6800GT, but OC'ed is another story.
I would say 450-480 450 Fortron is really a 400 (I know I just got one). The Antec 480 is really a 480.
I have seen rigs running an X2 4400+ overclocked with a 7800 GTX using the Antec SP 500 watt (which I believe is a 480) so that is the psu I got for $50. I think they normally run about $70 but they are great psu's and perfect for running in a Antec P180 case. Their 80mm fans on both ends work well for pulling air through the lower thermal chamber as opposed to the usual fan on the bottom setup.
I have no idea how much a skt 754 setup uses but I have a friend running a A64 3400+ with a radeon 9600 pro on a old Enermax 350. We had to use this psu as the generic 400 watt he had was not enough to power the system. Not sure how this compares to a X2 but those old 350's are still decent psu's...
