Was running a 3700+ San Diego @2.5, upgraded to an X2 4400+ @2.5
That along with the suggested .ini tweaks made a big difference! Virtually no stutter including outdoors, moved up a notch in resolution, DDR tightened from CL2.5 to CL2.
The [Memory, Loading & Multithreading Variables] of the tweak guide IMO helped bigtime to resolve loading/stuttering issues. If you got 1GB or better DDR, you'll benefit from these tweaks: Oblivion TweakGuide
