Dual core e4300 shows one core underclocking?

This combo has run rock solid at 3.0ghz since I've owned it.

I just happened to install cpu-z and noticed the fluctuations.

Is the board going bad? Time to replace?

Another disturbing factor is that my cpu fan shows zero while my fan is running fine (and yes I've checked the proper fan connector).

Have you disabled speedstep and power saving features under the CPU options in the bios? These will cut you mutliplier, and it is likily it has been doing this ever since you got your computer.
